Rams head coach Sean McVay explained that his proposed rule change would treat a tipped backward pass that crosses the line of scrimmage as a fumble, preventing teams from gaining an unfair advantage. He said the change was prompted by a Week 16 play in Seattle that left the league scrambling for a decision.

In addition, the Rams suggested a 40‑second limit on booth reviews to reduce delays, and a rule that would reverse an incomplete pass to a backward pass if the ball touches the ground and is recovered beyond the spot of the pass.
